Abstract		Planners pave way for Palm Terrace: Laguna panel's pleas in vain. Sebastopol Planning Commission issued environmental clearance of the Palm Terrace subdivision. This was opposed by the Laguna Advisory Committee who wanted to keep the "remainder of the Laguna flood plain basin left in its natural state."
